Dark
1900 is officially too late to go for a walk with the dog in the country. Without a torch. And a very black dog. But we had a lovely time, and he really enjoyed it, as did I. Who needs light, huh? I chose a walk I know very well, and which doesn't have too much walking under trees, and I could pretty much see most of the time.

Wear a high viz! Then you can also do some theological reflection. You can get them for dogs as well. http://www.doghaus.co.uk/safety.htm
Oh, I was wearing a high viz, and we do have one for the dog, somewhere, but the problem wasn't not being seen, it was not being able to see. Proper dark, it was, and not enough light pollution to spoil things.
